Bureau of Engineering (BOE) Permits and Services

July 11, 2022 Update:

Customers can obtain services for the Bureau of Engineering Development Services and Permits program in multiple ways:

  • Using the Virtual Counter (Web meeting without appointment)
  • Making a Virtual (Web meeting) Appointment
  • Making an In-Person Appointment*
  • * In-Person appointment are available at:
  • Downtown Development Services Center: 201 N Figueroa St, 3rd Floor, Los Angeles, CA 90012-2601
  • Valley Development Services Center: 6262 Van Nuys Blvd, Suite 251, Van Nuys, CA 91401-2615 (Beginning July 25th, 2022)
Although web meeting is the preferred approach where you and the plan checker can share and review plans and documents on the screen, customers can join web meeting using the phone number(s) provided within the meeting notification email. Cell phones or landlines can be used to join the meeting if you decide to join the meeting using a phone.

April 25, 2022:

The Bureau of Engineering Development Services and Permits Program continues to offer virtual appointments and has also implemented limited In-Person service at the downtown Development Services Center (201 N. Figueroa St), by appointment only through the BuildLA's Appointment System.

In accordance with the Safer LA Order and Los Angeles Municipal Code, Section 200.123, customers visiting City buildings will need to:

  1. 1. Always wear a well-fitted face mask within City facilities
  2. 2. Have a COVID-19 vaccination card/confirmation available for staff verification
  3. 3. Present current and valid Photo Identification

July 6, 2021:

As of July 6, 2021, the Bureau of Engineering (BOE) joined the Angeleno Account initiative so that customers can use one login to access all City services.

Excavation (U) Permit customers and Maintenance Hole Opening (MH) Permit customers are excluded from using the Angeleno Account at this time. Please continue to use your existing login.

June 15, 2021:

The Bureau of Engineering Development Services and Permits Program will continue to only operate as online services, in addition to the "Drop-off/Pick-up" system, until the City of Los Angeles announces a reopening date for in-person services.
